Does the aforementioned part exist? I looked it up on Vexrobotics.com (Part#276-1902), and it appears that it would accept 0.25“ axles. However, when I looked up the same part on Robot Mesh, the imagine shows a slightly different part (same exact part#), and the product specifications say that it fits 0.125“ axles. Is this an error, or am I simply looking in the wrong place? Any help would be greatly appreciated.
There’s two versions, one only takes the normal axles, and the other can take both high strength and normal axles
Where does one find the high strength option?
VEX product page says

If they are changing the product but keeping same part number, that seems confusing.
That is one of my pet peeves about VEX is that they keep same part number for significant changes to the item.

Me too. I understand they want to sell the old stock first before they ship out the new ones, but this is not a student-centered decision. 
. Any other company would offer the old ones at a discount to get rid of them.
Same where the old wheels were, it’s really confusing to be honest
I’ve always had good response from contacting them, especially Robot Mesh. Very straight up. Ask them, if they can they will get you what you want. (And VEX did put that little notice on the product page - but should be same number sub “a” or something)
