About PIC Controller with VEXNet Module

Is it legal to use the PIC controller with VEXNet module in the 2013 VEX World Championship Event? Some teams are still using old PIC controller with VEXNet add-on module due to its higher controlling precision.

The 2013 VEX Robotics World Championship will be configured for cortex units. It will not be legal to use the PIC controller with the VEXNet module.
