Regarding this rule:

Teams are allowed to fabricate their own unique VEX parts from the following additional items, for each of their robots:
…
c. Two 3D printed parts, each less than 3” x 3” x 3”

Are there any restrictions as to what materials may be used for the 3D printed parts?

As long as the parts are printed by a 3D printer, and do not pose a safety risk (please do not print 3D parts out of toxic substances…), there are no additional restrictions.
