I assume in this thread Karthik, you meant that they could hold 32 balls in their hands, but no more than 4 balls may be in the robot at a time during skills, same as match?

Yes this is correct. The 4 Ball Possession rule for Robots always applies. However, please note that Balls do not have to be loaded into a Robot and may be loaded directly into the Loading Zone.
