I checked the rule and didnt see anything regarding if you can bring a ramp to the competition.
Ex. The rule said you can not break the plane of the perimeter. So is it legal to bring a ramp that you can put balls on it and it rolls into the field?

No, this is not legal. The June 15th manual update made this illegal. Please see the following thread for more details.
