<R16> states that the robot on/off switch must be accessible without moving or lifting the robot.

We were thinking of incorporating a structure for one of our shooters which is hinged to allow mounting of the cortex safely underneath it, with extension cables run for the batteries and the VEXnet key.

By opening this 1/4 of the robot it that classified as moving it?

I would assume not as the robot never actually moves from the starting tile.
The only thing that could be an issue is that it will go out of its size limit of 18" x 18" for that period of time.

Yes. The on/off switch must be accessible so your robot can be easily and safely turned off in the case of an emergency.
