According to the draft revision of Starstruck game manual:

  1. Would it be correct to assume that robot may touch/rest on the top sides of the adjacent field perimeter walls and/or fence and be eligible for high hanging points?
  1. Since neither hanging bars nor field perimeter walls are considered part of the Zone, would it be correct to assume that any game objects that are carried by the robot while hanging will not be counted as scored?

No, this is not correct. Let’s take a look updated definition of High Hanging that was posted on June 15th. I’ve bolded some text for emphasis.

Being completely above the field perimeter means you cannot be touching it.

Thus, if a Robot is Hanging while supporting Scoring Objects that are not touching a Zone, these Scoring Objects would still count as being Scored in the Far Zone.
