Clarification on PSC3 and RSC3

In a Robot Skills Match, all Goals and Alliance Starting Tiles are considered to be the same
color for purposes of any rules or definitions.

In a Programming Skills Match, all Goals and Alliance Starting Tiles are considered to be the
same color for purposes of any rules or definitions.

Does this mean that during programming and driver skills challenges it is legal for a robot in a blue square to shoot a ball into the red net or a robot in a red square to shoot a ball into the blue net?
