Answered: Clarification on <SG7> and Ball Hoarding

While it’s been previously established that “hoarding” game objects into the protected Loading Zone is legal (as long as the rules regarding possession aren’t broken), I’ve recently had a disagreement over the interpretation of the rule and want to get clarification.

If the Red Alliance were to hoard game objects into their protected Loading Zone, would it be legal for a robot on the Blue Alliance to momentarily enter the zone in order to retrieve these objects? Would the legality change depending on the presence of a Red robot in the Loading Zone? I assumed that this action would be illegal (<SG7> quoted below), however it was brought up that if a Red robot were to stockpile objects in the Loading Zone, it might be considered a violation of <SG13> (quoted below) by forcing the Blue Alliance to enter the zone if they wanted to access the stockpiled points. I’d like to apologize in case this seems like a very straightforward “Just read the manual” kind of question, but Hoarding seems to be becoming a rather important part of NBN’s gameplay and I’d like to be crystal clear on the interpretation of the rules.

<SG7> Robots may not enter the opposing Alliance’s Loading Zone at any time during the Match. Minor violations of this rule that do not affect the match will result in a warning. Egregious (match affecting) offenses will result in a Disqualification. Teams that receive multiple warnings may also receive a Disqualification at the head referee’s discretion.

<SG13> Intentional strategies causing an opponent to violate a rule are not permitted, and will not
result in a foul on the opposing alliance. Minor violations of this rule that do not affect the match will
