Since college teams are allowed custom sensors per College Robot Rule 7:

Would the removal of the actual motor from either a 269 or 393 housing be allowed to allow the gearbox from the now motor-less 269/393 housing to drive an IME?

The housing would now only be purely used for allowing the IME to be used without the headache of transferring it from a “dead” motor (if that problem ever arises).

It would essentially be a “custom” sensor utilizing existing VEX components.

Yes, this would be allowed, however, you must be able to easily demonstrate to inspectors or referees that the motor is no longer a motor, and just a custom housing. Any robot which appears to have an extra motor, would obviously draw extra scrutiny.
