Is a robot legal if you use cut rubber bands?

Please refer to <R13> of the VEX IQ Challenge Ringmaster Game Manual, quoted below for reference:

<R13> Parts may NOT be modified.
a. Examples of modifications include, but are not limited to bending and cutting.

There is no exception for cut rubber bands in this rule, thus they would not be legal.
