The rules for being eligible as a Student state that “eligibility may be granted based on a disability that has delayed education by at least one year.”

I do have a hearing disability, but the question is, would taking a second year of kindergarten to ease my transition (due to my disability) into the school system (I went the first year to a pre-school for the deaf that offered the program, and the second year to a regular school) be considered as “delayed education by at least one year?”

Note: I am eligible based on my age. It’s next season that I’m worried about, since my birthday falls in the same month as world championships, which its date is used to determine the eligible birth date.
