Hi,

On average how long does it take to charge the NiMh 3000mA Vex batteries on both the smart and fast settings with the smart charger?

It really depends on the state/condition of the battery.
I just tried charging the same battery on both settings and here are my results:
Safe mode: 5 hours
Fast mode: 2 hours
