I have reviewed the Programming Skills appendix to the Nothing but Net Game Manual, and I found no mention of human interaction during the challenge. Does this mean that no human interaction at all is allowed during the Programming Skills challenge this year?

This is correct. There is no human interaction allowed during the Programming Skills Challenge.
