Can the flag stick be shortened as long as it is still visible?
What is the max size of latex tubing you can use? Can you use any size up to that size? And last is there a quanity limit?

You may use any size up to the 5’ lengths that this tubing is sold as. There is no specific limit on the number of lengths you may use.
