Greetings and salutations,
Our robot has a set of LED’s for under-glow decoration on our robot. They are powered through an unmodified vex 2-wire cable that has one end plugged into the positive and negative terminals on the light’s battery pack, and the other end plugged into a digital sensor port on the cortex, so they are powered solely by the vex cortex. So my question is, whether we are able to use them during a match or not? Thanks in advance.

Yes, this is legal, provided that the LEDs are solely used for decorative purposes and are in the spirit of the competition. <R7d> allows for the use of non functional decorations.

<R7> Robots are allowed the following additional “non-VEX” components:
d. Teams may add non-functional decorations provided that these do not affect the robot performance in any significant way or affect the outcome of the match. These decorations must be in the spirit of the competition. Inspectors will have final say in what is considered “nonfunctional”.
