Rule R7-D says that non-functional decorations are legal as long as they don’t affect the robot’s performance. Would LED light strips under the robot powered by a separate power supply fall within this rule?

LED light strips are a legal non functional decoration. However, <R13a> prevents the use of an additional power sources on the Robot. If you wish to use the LEDs you’ll have to find a legal way to power them.
