My question is simple,
Would it be legal to use a non vex led on a robot? of course with a resistor soldered onto it.
Also, what about bi, and tri, colored LEDs?

No, none of these options would be legal. Rules <R5> to <R7> describe in detail which parts are legal for competition. There is no allowance for any LEDs outside of those included in the VEX product line. There is also no allowance for resistors. In addition soldering is illegal as per <R15b>.
