Let’s take a look at <R5d> from the VEX Robotics Comeptition Starstruck Game Manual. I’ve bolded some text for emphasis:

<R5d> Official Robotics Components from the VEX Robotics Design System which have been discontinued are still legal for competition use. However teams must be cognizant of <R5a>.

Thus the discontinued 3-wire motor is still legal.
