I read the rules and no where did I come across that you could not have ten motors and two pneumatic cylinders. Am I correct? Is there any limit on having them or do they count as motors?

You are correct…

Rule <R11> limits the number of allowable motors to ten (10).
There is NO rule which limits the number of pneumatic cylinders you may use.
There is NO rule which states cylinders “count as motors”.
