Is it competition legal to use a modified PWM cable as a strictly mechanical component on a robot? For the purposes of this question, the PWM cable would not be attached electrically to any electrical component in the robot.

Nope. VEX electrical components may not be modified (aside from the exceptions specified in <R15c>), no matter what the end use of the part is for.
