No, this would not be legal. <R11> states, for teams choosing to use more than 10 motors:

Option 2: Up to twelve (12) VEX EDR motors or VEX Servos (Any combination, up to twelve) and no pneumatic components, excluding pneumatic tubing.

Pneumatic cylinders are considered pneumatic components, thus would not be legal for teams choosing Option 2.
