It could be either and depends on which Battery in question was plugged in first. The first Battery plugged into the Cradle Charger will cause the corresponding LED to illuminate while that battery is charging. If another Battery in connected to the Cradle Charger, the corresponding LED will be OFF indicating that Battery is not being charged as only one Battery can be charged at a time. When the first Battery connected to the Cradle Charger is fully charged, the corresponding LED will turn OFF and the LED for the second Battery will now be illuminated - indicating the charging process has started on the second Battery. When the second Battery connected also becomes fully charged, the corresponding LED will turn OFF.
