Is is allowed for a robot to take the other alliance’s preloads from the driver station during autonomous or operator control?

No, this is not allowed as per <SG7> of the VEX Gateway Manual.

<SG7> Any Scoring Objects introduced during the Match must be either gently placed on a Robot of your own color touching an Alliance Starting Tile or gently placed on an Alliance Starting Tile of your own color.

As such, *Preloads *and *Match Loads *can only be introduced onto a Robot of the same color as the team who is doing the introducing.
