My team and i were wondering if some sort of putty was allowed to hold some posts at an angle. I found a rule that says tape and hot glue were allowed but not putty.

We ask you to please thoroughly read the VEX Robotics Comeptition Nothing But Net Game Manual and to please review the Q&A Usage Guidelines before posting in this forum. Specifically, please quote the rule or definition that your question is referring to.
Let’s take a look at the pertinent rule.
VEX Robotics Competition Nothing But Net Game Manual:
<R15> Parts may NOT be modified as follows:
b. Welding, soldering, brazing, gluing, or attaching in any way that is not provided within the VEX Robotics Design System will NOT be allowed.
i. Mechanical fasteners may be secured using Loctite or a similar thread-locking product; this may be used for securing hardware ONLY.
ii. Teams are permitted to fuse/melt the end of the 1/8” nylon rope to prevent fraying
iii. The gluing permitted by <R7h> is an exception to this rule.
So the use of putty as you described would not be legal.
Yes, but only in very specific situations.

<R7> Robots are allowed the following additional “non-VEX” components:
g. A small amount of tape may be used for the following purposes:
i. For the sole purpose of securing any connection between the ends of two (2) VEX cables.
ii. For labeling wires and motors.
iii. Teflon tape solely for the purposes of preventing leaks may be used on the threaded portions of pneumatic fittings. iv. For securing and retaining a VEXnet key to the VEX ARM® Cortex®-based Microcontroller. Using tape in this manner is highly recommended to ensure a robust connection.
Hot glue and tape cannot be used outside the listed allowances.
