Answered: Question on Preload without a Robot

I was at a tournament about a month ago at Modesto, CA. There was a ruling on preloads that seemed quite sketchy to me.

The head referee stated that a preload is allowed even if there isn’t a robot, but referencing the definition of a preload:

How is it possible to have a preload when there is no such robot, if it’s mandated that such preload touch a robot?
Would allowing preloads, such as this, be legal?
