In rule <R11> it states that

Option 1: Up to ten (10) VEX EDR motors or VEX Servos (Any combination, up to ten) and a legal
VRC pneumatic system. (See <R18>)
Option 2: Up to twelve (12) VEX EDR motors or VEX Servos (Any combination, up to twelve) and no
pneumatic components, excluding pneumatic tubing.

but <R18> states about air reservoirs and I want to know if there is a limit on pneumatic pistons allowed on a robot.

There is no limit on the amount of pneumatic pistons that can be used on a VRC Robot, provided that no other rules are violated in the process. However you may run into functional limitations based on the amount of available ports on the VEX Cortex Microcontroller.
