Teams must bring their robots to the field prepared to play. Teams who use VEX pneumatics must have their systems charged before they place the robot on the field.

Does this mean that teams may charge their pneumatics next to the field before placing their robots on the field, or must teams charge their pneumatics in the pits or in queing before even coming to the field?

Both options are permitted. However, remember that teams must place their Robots on the field in a prompt fashion.
