<R7b> Robots are allowed the following additional “non-VEX” components:
b. Any parts which are identical to legal VEX parts. For the purposes of this rule, products which
are identical in all ways except for color are permissible. Note: It is up to inspectors to
determine whether a component is “identical” to an official VEX component.

Does the Anti-slip Mat fall under this rule? Are we limited to sizes of 12" x 15" sold by VEX, or can larger sizes of equal thickness be purchased elsewhere for use on our robot?

Yes.

You are limited to the sizes sold by VEX, however you are not limited in terms of the number of pieces you can use.
