"it cannot be chemically treated, melted or cast." Does this mean we are allowed to glue 2 or more parts from the sheet together to increase the thickness? If so, is there some sort of specific glue that is or isn't allowed, or is everything okay?

Gluing is specifically disallowed in <R15b>

<R15> Parts may NOT be modified as follows:
b. Welding, soldering, brazing, gluing, or attaching in any way that is not provided within the VEX Robotics Design System will NOT be allowed.
i. Mechanical fasteners may be secured using Loctite or a similar thread-locking product; this may be used for securing hardware ONLY.
ii. Teams are permitted to fuse/melt the end of the 1/8” nylon rope to prevent fraying
iii. The gluing permitted by <R7h> is an exception to this rule.

See the above quoted rule. No glue is permitted, except for hot glue solely used for securing cables as per <R7h>.
