Can you drive up to the pvc bottom goal and shoot into the high goal, or is their a rule against it, i am trying to judge places we can shoot from on the court and a way to judge and program how fast the fly wheels need to be going and the angle

Yes, this is legal. Provided you do not violate <SG9>

<SG9> Robots may not enter (i.e. break the plane) of any Goal. Minor violations of this rule that do not affect the match will result in a warning. Egregious (match affecting) offenses will result in a Disqualification. Teams that receive multiple warnings may also receive a Disqualification at the head referee’s discretion.
