Is it ok if the robot expands past the 18" by 18" by 18" when it holds the preload at the beginning of the match?

<G3> reads as follows:

<G3> At the beginning of a Match, each Robot must be smaller than a volume of 18” (457.2 mm) long by 18” (457.2 mm) wide by 18” (457.2 mm) tall. An offending Robot will be removed from the match at the Head Referee’s discretion.

There is no allowance for expansion due to the preload Cone, so this would not be legal. Note that the Cone itself is not included in the 18"x18"x18" volume, only Robot components.
