In the VRC College Challenge, no robot can enter or exit the Isolation Zone.

Does this mean no part of a robot can enter the zone, or no robot can completely enter the zone?

Let’s take a look at the applicable rules. First from the VEX Gateway Game Manual, located on this page.

<SG14> *Robots *may not enter or exit an Isolation Zone while the Gate associated with that Isolation Zone is down.

Secondly from College Challenge Rules.

6. The *Gates *are closed for the duration of the Match. The *Isolation Zone *is truly isolated!

Thus, as you stated, teams are not permitted to enter or exit the Isolation Zone. For the purposes of VEX Gateway, this means that teams are not permitted to **completely **enter or exit the Isolation *Zone. *Also, teams may not intentionally touch the foam tiles in a different zone. Reaching over from one zone to another is permitted.

Can a robot raise an appendage over the gate with its base in the Interaction Zone?

Yes, this is legal.
