I recall there being a rule last year on the imit of rubber bands we can use this year. Is there a similar rule this year or no?

No. Rubber bands can be used in unlimited amounts as long as they official VEX rubber bands, or identical to the official model. Information on the official VEX rubber bands can be found here:
