I know that for High School skills challenges, there is no elevatiom bonus, as there is only one robot on the field. Vex U skills challenges, on the other hand, have two robots on the field, which would make elevation possible. However, the rules modifications for Vex U skills matches do not say anything about elevation. So, would a Vex U team be able to earn an elevation bonus during a skills match, assuming they meet the criteria of either a low or high elevation?

Yes! Thank you for pointing out this oversight. On June 15th we updated the VEX U Game Appendix to say the following:
VEX Robotics Competition Nothing But Net Game Manual - Appendix E:
Unlike the High School Skills Challenges, since Teams have two Robots, Teams are eligible to earn points for a High or Low Elevated Robot. All rules and definitions regarding Elevation carry over from the VRC Nothing But Net Game Manual.
As such, VEX U teams are eligible to earn Elevation points.
