Okay so the new SG14

<SG14> As per <G3>, at the beginning of a Match, each Robot must be smaller than a volume of
18” (457.2 mm) long by 18” (457.2 mm) wide by 18” (457.2 mm) tall. Once the Match begins, Robots
may expand, but must remain within a vertical cylinder with a diameter of 36” (914.4 mm) and
infinite height. The Robot may not exceed this limit for the duration of the Match

A VEXU robot is 24 inch squared. So the diagonal is already 34 inches. Does that mean VEXU robots can only expand 2 inches before they are breaking the rules?

Can the diameter size restriction for VEXU be expanded to account for there only being 2 robots on the field at a time?

Yep, you are correct. A supplemental update for VEX U was released on June 19th to address this with :

VEX U robots may expand once the Match begins, but must remain within a vertical cylinder with a diameter of 48" (1219.2 mm) and infinite height.
