what is the rule if a skyrise is fallen onto the ground. can you pick it up? can the other team score it if it is far enouph away from starting tiles?

I was told by someone you wheren’t allowed to pick them up off the ground. thought this was a funny rule.

Yes, provided that you do not violate any other rules in the process, especially <SG9>, this is legal.
