Is it legal to cut an extension wire, and then use it for a free-floating 360-degree system?

(cut the wire, separate the wires, putting them in contact with a swiveling platform, and then create tracks for the other end of the wire to be in constant contact with it’s other end…)

Also, is it legal to remove the protective coating from a wire to provide a contact surface that can easily be wrapped around a surface for the aforementioned idea?

The reason for doing this is to allow for motors on a turret that can rotate freely, without having to worry about wires that will get tangled.
