For $30 you can get a kit with 10 small, 10 medium and 10 large insert flaps to attach to a conveyer. I would like to glue a small and medium insert to create another large insert instead of paying another $30 for 10 more since that is all I need.

However, the competition inspection guidelines state that gluing or other non-standard forms of attachment are not allowed.

Is there any hope for those of us with small budgets?

You are correct, gluing of components is not permitted. Perhaps you could borrow flaps or make a trade with another local team?
