Let’s take a look at <R15b> from the VEX Skyrise Game Manual. I’ve bolded some text for emphasis:

<R15> Parts may NOT be modified as follows:
b. Welding, soldering, brazing, gluing, or attaching in any way that is not provided within the VEX Robotics Design System will NOT be allowed.
**o Mechanical fasteners may be secured using Loctite or a similar thread locking product.
o This may be used for securing hardware ONLY.

Thus thread locking products may be used for securing mechanical fasteners.
