Two robots are restricted to a portion of the field roughly 36" by 36" in area (1.5 foam tiles by 1.5 foam tiles, for a total of 2.25 field tiles).
Two robots are restricted to a potion of the field roughly 50" by 50" in area (2 field tiles by 2 field tiles, for a total of 4 field tiles).
Two robots are restricted to a portion of the field roughly 50" x 72" in area. (2 field tiles by 3 field tiles, for a total of 6 field tiles).
Our understanding of the rule is that it should be applied “One tile per robot.” That is to say, for each trapped robot, there must be an available area of 24" x 24," that of one field tile. By this definition, all of the above scenarios would be permissible. We would like a clarification, though, before this becomes an issue.
As always, it’s impossible to issue any sort of blanket rulings on snapshots of hypothetical situations. That being said, based on what you have described, it seems as though there are no rules violations taking place. A final determination would be made based on viewing the entire situation in question.
