Hello,
I know in a previous ruling you stated that the rules were geared to ensure only one robot gets points for a lift. What I was wondering is if robot A lifts itself and rest on the wall (its not outside of the field, nor is it grasp grappling or clinging onto the Field perimeter), and robot B comes and touches A at the end of the match, does that count as a legal lift.
Technically it would meet all of the criteria.
This ruling has been updated based on the June 15th manual update. Please see the updated post below for the current ruling.
Yes, this would be a legal High Elevation.
Hypothetically, would it still be legal if th robot protruded outside of the field perimeter?

Which Robot?
Robots may not extend past the outside of the field perimeter if it has expanded beyond its 18"x18" restriction, as per <SG10> and the definition of Climbing Zone.
The “base” Robot may not extend past the outside of the field perimeter, as per the definition of High Elevated.
In the situation you’ve described, the Elevating Robot would be allowed to protrude beyond the Climbing Zone and outside of the field perimeter, provided it had not expanded beyond it’s 18" x 18" restriction. Also, the Robot may not completely leave field, as per <S2>.
The June 15th update involved changes to the definitions of Low and High Elevating. Full details can be found here:

High Elevating Robots may not touch the field perimeter, thus what you have described would not be a legal Elevation.
