Can you use a pneumatic device as a dampening device WITHOUT using an airtank, if you have > 10 motors.
In other words, we have 11 motors and we want to use a pneumatic cylinder that is NOT charged. So no need to pump up an airtank. Is this legal?

The answer to your question can be found directly in <R11>, which I’ve quoted below.

<R11> Robots may use either:
Option 1: Up to ten (10) VEX EDR motors or VEX Servos (Any combination, up to ten) and a legal VRC pneumatic system. (See <R18>)
Option 2: Up to twelve (12) VEX EDR motors or VEX Servos (Any combination, up to twelve) and no pneumatic components, excluding pneumatic tubing.

Thus, if you want to use more than 10 motors, you cannot have any pneumatic components on your Robot. A pneumatic cylinder is a pneumatic component.
