Let’s take a look at the applicable rule in the VEX Round Up Game Manual

<SG1> At the beginning of each match, each alliance robot must be placed such that they are touching one of their colored alliance starting tiles and not touching any tube other than those permitted by <SG2>. No more than one robot may start the match on any one alliance starting tile.

The only applicable restriction to your question is for the robot to be touching one of the starting tiles. Hence, the robot only needs to touch the tile, not be entirely contained by it. So just having a wheel or tread touching it would be legal.
