The VEX U Appendix states:

@Toss Up Appendix E: VEX U

Drivers MUST be post-secondary school individuals.
i. Any individual enrolled in a post-secondary school is eligible to be a driver.

My question relates to the timing between final papers being completed and graduation.

For my course I finish my final paper in November. However, I do not graduate until May. Although I am still “enrolled” during this time I am not partaking in tertiary education.

Would I (or anyone else in a similar situation) still be able to drive at the World Championships in April?

My interpretation is that I would be able to since I have not yet graduated, however an official ruling would be quite helpful.

Yes, you would still be eligible to drive in VEX U competitions.
