Under <R7> in the Vex-U modifications:

Is it possible to interface a microcontroller such as an arduino to the programming port of each VEXnet Joystick, for the sole purpose of additional computation power, at the side of the field and have it be classified as an additional electronic device?

Yes, this is legal, provided that the device does not affect the way the Cortex enables / disables motors, and that any wireless capabilities the device may have are turned off.
