I know this has been legal in the past, just asking to get an official ruling.

If a team were to buy a sensor that had a motor of some kind built into the sensor, considering the motor was used for strictly sensing purposes only would this sensor be legal to use on a VEX U robot?

Within the caveats you’ve listed, this would be legal.
