VEXU Rule 1 states

o Teams are allowed to build as many Robots as they would like, but only TWO (2) may be used on
the field during a Match. They may only bring two (2) Robots from the pit to the playing field for any
Match.
o All Robots must pass inspection before they are allowed to compete.

If a team has a third robot which they do not wish to compete with until later in the competition, does this robot have to be inspected during normal inspection times, or could a team have it inspected later in the same manner a team would ask for a re-inspection?

The Robot just needs to be inspected before it plays in a Match. So what you described would be legal.
