1.- Ok, here we go. In college challenge, is allow block o capping the goal? I know about the rule R3.c:

c. Those that pose an unnecessary risk of entanglement.

So, if the capper robot is in the isolation zone and we can be sure that the risk of entanglement not exist, is legal?

2.- If we avoided that the other robot can reach three of their goal, and only can reach two of them, is allow? Regardless of mechanism used.

There is no specific rule prohibiting the capping of goals, however as you mentioned in your post, any device which does so must not pose any risk of entanglement. This still applies in the College game, despite the semi-contained nature of the Isolation Zone.

I’m having a hard time understanding your question. Can you please rephrase it?
