No, that would be a violation of <R15a> (see below). Teams are not permitted to alter any VEX electrical components in any way. PWM cables are considered to be electrical components.
Teams are never allowed to grasp, hook or attach to an opponent robot. This would be considered intentional entanglement and would be a violation of <G11>. However as stated in <SG5>, contact and ramming is expected to take place on the ladder. Referees will be keeping these rules in the forefront of their mind when evaluating robot interaction on the ladder. If your strategy is to intentional remove an opposing robot from the ladder, you can expect that your actions will be heavily scrutinized by the officials for compliance with <G11> and <SG5>.
